If the "New Window" option (target="_blank") has been set for a hyperlink in an event, that is respected in Admin Dashboard mode, but not in public view mode. In Admin Dashboard mode, if a hyperlink for which target="_blank" has been set is clicked, it correctly opens in a new tab. However, in public view (or Preview mode), it incorrectly opens in the current window.
