Locking Date of Birth + Name in a New Member or Contact's profile

When a person creates a contact profile or membership, can it only be entered once and edited only by National TidyHQ Administrators of AusCycling? Google Chrome changes are a regular occurence and a person shouldn't be changing their profile name.
Can the Date of Birth be a locked field also, where it is only entered once and can only be edited by National TidyHQ Administrators of AusCycling?
There have been issues with reporting
